Why doesn’t Google obey our budget?

Sometimes while creating a new campaign, we will set a budget for $50 and for that day, the budget will be respected. However, overnight the budget will be exceeded by almost 100% (for example $98).

Why does Google not obey our budget constraint and how what can we do to enforce this?
